Often, economic concerns overshadowed the political and military struggle to decide the outcome of the conflict. Lincoln was far from the first to worry about the effects of the war on the economy. His predecessor, James Buchanan, had already thought about the problem of the postwar currency when he submitted his annual message to Congress on December 6, 1857. “If the restoration of our fiscal system should become necessary to maintain our credit,” Buchanan said, “I confidently expect that we shall be able to withdraw from the war without much difficulty.” He did not anticipate the likely outcome of the war, however, and he did not do much to contribute to it. When the war started, there were no federal funds to spend on paper currency. Some in Congress did think ahead, and they authorized the president to order the printing of paper money, provided that this would not exceed twenty million dollars per day. It was eventually discovered that this order had not been completely followed, and that some currency had been printed and distributed in amounts less than the twenty million dollar figure. When Lincoln, who had no personal knowledge of the situation, arrived in Washington in March 1861, he issued a call for a special session of Congress to authorize an immediate increase in the authorized paper money that could be in circulation.
